Operations and Management of Incident Management Systems in the Western Cape Province


T 1.1  INVITATION FOR QUOTATION TO UNDERTAKE AN INDEPENDENT ROAD SAFETY APPRAISAL
CLOSING DATE (AT 11:00): Monday, 24th March 2025.


AfriCoast Consulting Engineers (Pty) Ltd was appointed by the South African National Roads Agency SOC Ltd (SANRAL) for the RIMS Operations and Management System in the Western Cape. The project falls within the Cape Winelands District Municipality.


The scope of the project is to conduct a road safety appraisal of a National Route N1 section 3 between km 44 and km 49, Hex River Pass near De Doorns, Western Cape. The pass has separate up and down alignments and an arrestor bed at 45.8km down direction ‘South’. Many pedestrians cross the road from the south side to the north side due to the informal settlement being located on the south side whilst most facilities including schools are located on the north side. The main concern is for pedestrians crossing the N1-3 from the south to the north side of the road and the driving behaviour (including speeding and stopping at the top of the pass) of truck drivers travelling both up and down. It is proposed that the Hex River Pass be investigated, with an in-depth analysis of driving behaviour (including speeding and stopping at the top of the pass) of trucks both up and down. The 2019 AADT was about 4800 vehicles per day with 37% heavy vehicles (67% v long).


Therefore, firms with road safety and traffic engineering experience are invited to submit a quote to undertake an independent Road Safety Appraisal. A clarification meeting will not be held, but prospective tenderers must familiarise themselves with the site

Tenderers must have access to Microsoft © Office 2021 and Acrobat Adobe © 9.5.5 or similar compatible software.


Tenderers must submit, via email, the duly completed Form A1.1: Certificate of Intention to Submit a Tender within seven (7) days post the tender advertisement date. Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive, if “any material amendment/s” contained in the addenda or additional information is not included in the tender offer/submission.


COMPLETION AND DELIVERY OF QUOTATIONS


The closing time and date for submission of quotations is 11h00 on Monday, 24th March 2025.


Only quotation offers submitted electronically on flash drive and delivered to the address specified in the Tender Data will be accepted.


Telegraphic, telephonic, telex, e-mail, facsimile and late tenders will not be accepted.


Quotations may only be submitted in the format as stated in the Quotation Data.
