QTC Civils (Pty) Ltd invites experienced EME and QSE sub-contractors to a tender briefing session for Contract R.072-014-2019/1– SC10 to SC14 for the Routine Road Maintenance of National Route R72 (Section 1 Km 0 To Section 4 Km 9.90) between Nanaga and Keiskamma River on behalf of the South African National Roads Agency SOC Limited (SANRAL).  This project is in the province of the Eastern Cape and in the district municipalities of Sarah Baartman and Amathole.

Preferences are offered to prospective tenderers from the targeted area, along the National Route R72 (Section 1 Km 0 To Section 4 Km 9.90) between Nanaga and Keiskamma River, namely the Sundays River Valley, Ndlambe and Ngqushwa Local Municipalities, as well as the CIDB grades and classes indicated for each sub-contract package.  This tender will be evaluated in terms of functionality as a criterion and the price and preference points system.  Tenderers who satisfy the following criteria are eligible to submit tenders:

1. B-BBEE Level 1 or 2 contributor.
2. Exempted Micro Enterprise (EME) or Qualifying Small Enterprise (QSE).
3. Registered on the National Treasury Central Supplier Database (CSD).
4. Registered as “active” with the Construction Industry Development Board (CIDB) in the relevant contractor grade and class designation.

An award will only be made to preferred Tenderers that are:

5. Compliant with the Compensation for Occupational Injuries and Diseases Act (COID); and
6. Tax Compliant.

Sub-contractors are required for the following subcontracts:

1.    Packages SC10 to SC14

       5 x General Maintenance Packages (CIDB 1CE-2CE)

Note to Tenderers:

1. QTC Civils (Pty) Ltd will reserve the right to negotiate feasible rates with the preferred tenderers if necessary.
2. Tenderers may submit tenders for all sub-contracts in this Tender Notice, but only 1 (one) subcontract will be let per preferred Tenderer at any one time for this project.

A compulsory information briefing meeting and a training session will take place Ndlambe Municipality, Memorial Hall, Cause Way, Port Alfred on Tuesday, 25 MARCH 2025 at 10:00 where prospective Tenderers shall meet the Contractor. 

Tender documents will be available at the briefing and transferred to a USB flash drive provided by the tenderer. The drive will contain a PDF copy of the tender document. Only print, bind, and complete the files in the "Returnable Document" folder with the required supporting documents attached.

Tenderers must be represented at the information briefing meeting by a representative who must be the Tenderer himself or an authorised person in the direct employment of the Tenderer.

Latecomers to the mandatory briefing will be denied entry and cannot submit a tender. Such tenders will be considered non-responsive.

The tender and supporting documents shall be sealed in an envelope and clearly marked:

“Sub-Contract NRA R.072-014-2019/1-SC10 to SC14 for “General Maintenance” e.g., NRA R.072-014-2019/1-SC10 etc and shall be delivered by hand to the QTC Civils Site Office at 54 Albany Road, Port Alfred between the hours 09:00 to 16:00 prior to the closing date and no later than Tuesday, 15 April 2025 at 12:00

The Tender Documentation for all packages in this Tender Notice shall reach the stipulated address no later than 12:00 on Tuesday, 15 April 2025.
